PROVIDENCE, R.I. — A multi-agency law enforcement operation has resulted in the arrest of six men accused of seeking commercial sex acts and attempting to exploit minors during the FIFA World Cup. Dubbed “Operation Red Card,” the enforcement action was conducted by the FBI Boston Division, Rhode Island State Police, Massachusetts State Police, Naval Criminal Investigative Service, Rhode Island Attorney General’s Office, and the U.S. Attorney’s Office. The operation specifically targeted individuals looking to engage in human trafficking-related crimes amid the heightened activity surrounding the international soccer tournament. “While major international sporting events bring significant economic and cultural benefits, they can also create opportunities for traffickers and those who exploit vulnerable populations,” the participating agencies stated. The Arrests Richard Lallier, 34, of Rehoboth, Massachusetts, was arraigned in U.S. District Court on June 18 and is being held without bail. He faces three federal charges:
  • Attempted Enticement of a Minor (18 U.S.C. § 2422(b))
  • Attempted Interstate Travel for Sexual Contact with a Minor Under 16 (18 U.S.C. § 2423(b))
  • Attempted Transmission of Obscene Material to a Minor (18 U.S.C. § 1470)
  Joshua Lincoln, 27, of North Providence, Rhode Island, was arraigned on June 17 and released on personal recognizance. He is charged with Indecent Solicitation of a Minor and Electronically Disseminating Indecent Material to a Minor. Jacob Palazzo, 26, of Cranston, Rhode Island, was arraigned on June 17 and released on personal recognizance. He faces a charge of Indecent Solicitation of a Minor. Franco Miccoli, 60, of Johnston, Rhode Island, was arraigned on June 17 and released on personal recognizance. He is charged with Procurement of Sexual Conduct for a Fee. Travis Shaw, 38, of Tiverton, Rhode Island, was arrested on a warrant and arraigned on June 22. He was released on personal recognizance and faces a charge of Electronically Disseminating Indecent Material to a Minor. Rocky Joseph, 38, of Central Falls, Rhode Island, was arrested on a warrant with FBI assistance and arraigned on June 22. He was released on personal recognizance and faces a charge of Electronically Disseminating Indecent Material to a Minor. Law enforcement emphasized that the operation is part of an ongoing effort to deter human trafficking, identify victims, and hold offenders accountable during the World Cup. The Rhode Island State Police and partner agencies are urging the public to stay vigilant. Human trafficking often occurs in plain sight and may involve individuals who appear controlled, coerced, or unable to speak freely. Anyone who suspects human trafficking activity is encouraged to contact law enforcement or call the National Human Trafficking Hotline at 1-888-373-7888. Tips can be submitted confidentially 24 hours a day, 7 days a week.
