BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement apprehended an illegally present Salvadoran national charged with raping a Massachusetts resident when officers arrested Jose Garcia-Salmeron, 34, in Boston Jan. 22.
“Jose Garcia-Salmeron is charged with victimizing one of our Massachusetts residents and represents a significant threat to the safety of Massachusetts neighborhoods,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “We will not tolerate such threats to our neighbors. ERO Boston will continue to prioritize public safety by targeting, arresting, and removing any illegally present individuals who present such a threat to our New England communities.”
U.S. Border Patrol agents arrested Garcia July 16, 2007, after he illegally entered the United States and issued him a notice to appear before a Department of Justice immigration judge. They then transferred Garcia to the Office of Refugee Resettlement, which released him from custody Aug. 31, 2007.
An immigration judge ordered Garcia removed from the United States to El Salvador on Nov. 11, 2007.
ERO Boston encountered Garcia July 2, 2024, following his arrest by the Revere Police Department in Massachusetts, and issued an immigration detainer against him with the Nashua Street Jail in Boston.
The Chelsea District Court arraigned Garcia July 3, 2024, on a charge of rape, which was indicted to Suffolk Superior Court, Boston.
The Chelsea District Court in Massachusetts,ignored ERO Boston’s immigration detainer and released Garcia from custody July 26, 2024.
Garcia remains in ERO custody.
ICE ERO BOSTON ARRESTS ILLEGAL MS-13 GANG MEMBER CHARGED W/ FIREARMS, DRUG CRIMES…
BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston apprehended an illegally present 19-year-old Guatemalan gang member charged with drug and weapons crimes. Officers from ICE ERO Boston arrested Luis Adolfo Guerra-Perez in Boston Jan. 22.
“Luis Adolfo Guerra-Perez is an illegally present gang member, who has shown complete disregard for American laws,” said acting Field Office Director Patricia H. Hyde. “He is a member of a violent street gang charged with illegally possessing a high-capacity firearm and drugs. We will not tolerate such offenders to threaten the residents of our New England neighborhoods. ERO Boston will continue to arrest and remove egregious alien offenders from our communities.”
U.S. Border Patrol arrested Guerra on March 21, 2021, after he illegally entered the United States at the Southern Border. Authorities with USBP issued Guerra a Notice to Appear before a Department of Justice immigration judge.
ERO Dallas released Guerra on an Order of Recognizance May 8, 2021.
On Oct 2, 2024, a DOJ immigration judge ordered Guerra removed from the United States to Guatemala.
The East Boston District Court arraigned Guerra Jan. 3 for the offenses of possession of a large capacity weapon/firearm, possession of class D controlled substance, possession of firearm without permit and possession of ammunition.
ICE ERO Boston issued an immigration detainer against Guerra with the Nashua Street Jail in Boston Jan. 6; however, the East Boston District Court ignored the immigration detainer and ordered Guerra released from custody Jan. 21.

ICE BOSTON ARRESTS HONDURAN ILLEGAL ALIEN CHARGED W/ SEX CRIMES, ASSAULT AND BATTERY, ARMED ROBBERY
BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement Boston apprehended an illegally present, previously removed Honduran when officers with ICE Enforcement and Removal Operations Boston apprehended Juan Alberto Rodezno-Marin in Boston Jan. 22. Rodezno, 39, was charged in Massachusetts with indecent assault and battery on person over 14, assault and battery with a dangerous weapon, masked armed robbery and assault to rape.
“Mr. Rodezno will have his day in court, but he stands accused of some horrific crimes,” said acting Field Office Director Patricia H. Hyde of ICE ERO Boston. “Not only did he repeatedly break U.S. immigration laws, but he apparently presents a substantial threat to the residents of Massachusetts. ICE ERO Boston cannot tolerate illegal criminal threats to our neighborhoods. We will continue our mission to prioritize public safety by arresting and removing the illegal criminal elements from our New England communities.”
U.S. Border Patrol arrested Rodezno Oct. 10, 2007, after he illegally entered the United States without inspection or admission by an immigration officer. The Border Patrol issued Rodezno an order of expedited removal and
ERO Harlingen removed Rodezno to Honduras Nov. 22, 2007.
Immigration officials twice arrested Rodezno for illegally re-entering the U.S. between Aug. 10, 2008, and Dec. 8, 2009, and removed him after each occasion.
Officers from ICE ERO Boston encountered Rodezno Dec. 20, 2022, at the Middlesex House of Correction and issued an immigration detainer against Rodezno later that day.
The Middlesex Superior Court in Woburn, Massachusetts, arraigned Rodezno March 9, 2023, for the offenses of indecent assault and battery on a person over 14, assault and battery with a dangerous weapon, masked armed robbery, and assault to rape.
Middlesex Superior Court ignored the ICE detainer and released Rodezno back into the community Dec. 4, 2024.
Officers from ERO Boston arrested Rodezno Jan. 22 in Boston and he remains in ERO custody.
ICE ERO BOSTON ARRESTS HAITIAN GANG MEMBER W/ NUMEROUS CONVICTIONS
BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston apprehended an illegally present 25-year-old Haitian national who has 17 criminal convictions in Massachusetts. ICE officers from ERO Boston arrested Wisteguens Jean Quely Charles, a member of a violent Haitian street gang, in Boston Jan. 22. Charles’ convictions include multiple drug, weapons, and assault and battery crimes.
“Mr. Charles is illegally present in the United States and has consistently broken our laws causing significant harm to the residents of Massachusetts,” said acting Field Office Director Patricia H. Hyde. “ERO Boston will not tolerate the repeated victimization of our New England neighborhoods. We will continue our mission to apprehend such illegal alien offenders and remove them from our communities.”
Charles entered the U.S. lawfully July 13, 2013 in Miami, Florida; however, he violated the terms of his lawful admission.
Charles has been arrested, charged, and convicted for 17 crimes between Aug. 16, 2022, and Aug. 14, 2024, including both possession of and possession to distribute controlled substances, distribution of controlled substances, trespassing, carrying dangerous weapon to wit brass knuckles, possession of a firearm without a permit and possession of ammunition without a permit, assault and battery with a dangerous weapon, assault and battery, and resisting arrest.
ICE ERO encountered Charles April 15, 2023, following one of these arrests. ERO Boston issued an immigration detainer against Charles with the Norfolk House of Correction in Massachusetts. However, the correctional facility released Charles Oct. 20, 2023, without honoring the immigration detainer.
Officers with ICE ERO Boston arrested Charles Jan. 22, in Boston and issued him a Notice to Appear before a DOJ immigration judge, and he remains in ICE custody.
ERO BOSTON ARRESTS GUATEMALAN ACCUSED OF KIDNAPPING, INDECENCIES W/ A CHILD AFTER LOCAL JAIL HONOR IMMIGRATION DETAINER
LYNN, Mass. — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested Rudy Salvador-Perez, a 20-year-old Guatemalan national, on Dec. 13 after the Essex County House of Corrections released him into ICE custody. Salvador is accused of kidnapping, indecent assault and battery on a child, indecent exposure, and assault and battery.
“Mr. Salvador is in ERO custody and will remain there pending immigration proceedings,” said ERO Boston acting Field Office Director Patricia H. Hyde. “The Essex County House of Correction in Middleton notified ERO Boston before releasing him because we’d lodged an immigration detainer against him, and we’re grateful for their partnership in keeping our communities safe.”
Salvador unlawfully entered the United States June 20, 2021, near Sasabe, Arizona. On Oct. 14, 2024, the Lynn Police Department arrested and charged him with kidnapping and other crimes related to indecency and assault and battery on a child.
ERO BOSTON ARRESTS JAMAICAN W/ INTERNATIONAL ARREST WARRANT AND FELONY CONVICTIONS IN THE U.S.
HARTFORD, Conn. — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston officers in Hartford arrested 30-year-old Jamaican national Leroy Neville White Dec. 26. White, aka Kevin White, is the subject of an Interpol Red Notice for shooting with intent. White has been convicted in the United States of first-degree threatening with intent to terrorize and carrying a pistol without a permit.
“ERO Boston lodged an immigration detainer against Mr. White when police initially arrested him on felony charges. He’s also wanted in Jamaica for shooting with intent — a very serious crime,” said ERO Boston acting Field Office Director Patricia H. Hyde. “On Dec. 26, our officers arrested him in the correctional facility’s safe, controlled environment. We’re always grateful when local police and courts honor our immigration detainers — they help keep our officers, the public and noncitizens safe.”
Interpol issues Red Notices to alert police in member countries about internationally wanted fugitives. These notices, which aren’t always publicly available, ask law enforcement officials around the world to locate and arrest fugitives.
White unlawfully entered the U.S. on July 11, 2022, and U.S. Border Patrol arrested him near San Ysidro, California. Border Patrol officials served him with a notice to appear and released him on an order of recognizance.
A Department of Justice immigration judge with the Executive Office for Immigration Review ordered White — who was incarcerated in the New Haven Correctional Center — removed to Jamaica on April 12, 2023.
Authorities in Montego Bay, Jamaica, issued an arrest warrant for White on Aug. 11, 2023, alleging he committed offense of shooting with intent.
The New Haven Police Department then arrested White Dec. 26, 2023, for first-degree threatening with hazard to terrorize, second-degree breach of peace, second-degree unlawful restraint and carrying a pistol without a permit.
Interpol issued White’s Red Notice on Jan. 3, 2024, asking its global law enforcement partners to locate and arrest him.
The Connecticut Superior Court in New Haven convicted him of first-degree threatening and carrying a pistol without a permit on April 17. Both convictions are felonies.
The Connecticut Department of Corrections honored ICE’s immigration detainer on Dec. 26, 2024, and released White to ERO Boston custody. He will remain in ICE custody pending his removal from the United States.
ERO BOSTON REMOVES PERUVIAN CHARGED W/ COUNTERFEIT OFFENSES, ACCUSED OF AGGRAVATED ROBBERY IN HIS HOME COUNTRY…
BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT/ NO BOOKING PHOTO AVAILABLE] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston removed Juan Carlos Contreras Perez, a 30-year-old, unlawfully present Peruvian national, to his home country Dec. 19. Contreras was accused of counterfeit crimes in Milford and was wanted in Peru for aggravated robbery.
“ERO Boston arrested Mr. Contreras at the Milford District Court after he was arraigned on charges of counterfeit note possession and uttering a counterfeit note,” said ERO Boston acting Field Office Director Patricia H. Hyde. “After a Department of Justice immigration judge ordered his removal, our officers carried it out Dec. 19. ERO Boston is committed to keeping our communities safe from people who have victimized others, and I’m very proud of the hardworking officers who risk their lives to protect the public every day.”
Contreras unlawfully entered the United States at or near San Luis, Arizona, on Sept. 27, 2023. U.S. Border Patrol officials arrested him the same day. On Oct. 2, U.S. Border Patrol issued him a notice to appear and released him on an order of recognizance.
On Sept. 9, 2024, ERO Boston arrested Contreras at the Milford District Court after he was arraigned on counterfeit charges. A Department of Justice immigration judge ordered his removal on Oct. 10, and ERO Boston removed him to Peru on Dec. 19.
ERO BOSTON ARREST CONVICTED CHILD MOLESTER IN RHODE ISLAND…
CRANSTON, R.I. — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested Jorge Armando Jacinto on Dec. 15, 2024. Jacinto, aka Jorge Jacinto Masariego, was arrested immediately following his release from the Adult Correctional Institution in Cranston, Rhode Island, after serving 14 years for child molestation.
“In 2012, the Providence Superior Court convicted Mr. Jacinto of four counts of felony first-degree child molestation and five counts of felony second-degree child molestation in Rhode Island,” said ERO Boston acting Field Office Director Patricia H. Hyde. “ERO Boston lodged an immigration detainer against him while he was serving his sentence for those crimes, and we’re fortunate that the Adult Correctional Institution honored it.”
Jacinto was arrested Feb. 4, 2011, and the Providence/Bristol County Superior Court convicted him of nine child molestation offenses Sept. 25, 2012, before sentencing him to 40 years in prison. The court suspended 20 years of his sentence.
ERO Boston officers served Jacinto with a notice to appear before a Department of Justice immigration judge the day they arrested him for violating the provisions of the Immigration and Nationality Act. He will remain in ICE custody pending his immigration hearing.
ERO BOSTON ARRESTS ECUADORAN ACCUSED OF HUMAN TRAFFICKING…
WOONSOCKET, R.I. — [BOOKING PHOTO BLURRED BY ICE] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested an Ecuadoran national Jan. 2 who has been accused of human trafficking and migrant smuggling in his home country. The noncitizen, whose name ICE is withholding due to ongoing privacy issues, unlawfully entered the country Nov. 25, 2022. U.S. Customs and Border Protection arrested him in Eagle Pass, Texas, and released him on an order of recognizance.
“This Ecuadoran noncitizen has been accused of felony crimes involving real, human victims in his home country,” said ERO Boston acting Field Office Director Patricia H. Hyde. “He thought he could hide in Rhode Island, but our communities are not — and never will be — safe havens for fugitives from international justice.”
The Ecuadoran national, who is unlawfully present in the U.S., is currently in ICE custody awaiting an appearance before a Department of Justice immigration judge.
ERO BOSTON ARRESTS BRAZILIAN NATIONAL FACING FELONY CHARGES OF RAPE, EXTORTION ON CAPE COD
BARNSTABLE, MASSACHUSETTS – [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested a Brazilian national Dec. 10 wanted on felony charges of rape and extortion with threat of injury.
This was the second time ERO arrested Agnaldo Moreira da Cruz, 29, after two separate incidents where the Barnstable County Correctional Facility and subsequently the Barnstable Superior Court released him from custody, not honoring an ICE detainer and the conditions of a Writ of Habeas Corpus between ERO and Massachusetts.
“Moreira Da Cruz has been accused of very serious violent felonies, including rape and extortion with threat of injury. This is not someone you want to release into the community, but twice now our detainers have been ignored. Most recently, the Barnstable Superior Court ignored their own court order requiring that he be returned to our custody. These decisions have repeatedly put the citizens of Massachusetts at risk of being victimized by an alleged dangerous offender.”
The Yarmouth Police initially arrested Moreira da Cruz Aug. 25, 2023, and charged him with the offenses of rape and extortion by threat of injury in Barnstable District Court. Boston ERO placed a detainer on Moreira da Cruz on that date.
The Barnstable Superior Court indicted Moreira da Cruz on felony charges, Nov. 8, 2023, and arraigned him Dec. 7, 2023. He was held at the Barnstable County Correctional Facility until an ICE detainer was ignored and he was released from criminal custody on June 18. ERO located and arrested Moreira da Cruz October 16 and, after receiving a Habeas Corpus request, turned him over to the Barnstable Superior Court on Nov. 27 with a detainer.
The Barnstable County Correctional Facility held Moreira da Cruz without bail until Dec. 5, when the Barnstable Superior court released him from criminal custody pending his criminal charges and did not honor the ICE detainer or the conditions of the Habeas Corpus.
Moreira da Cruz remains in ICE custody pending immigration and criminal proceedings. ERO removes noncitizens who have no lawful basis to remain in the U.S., including those who are subject to final removal orders from Department of Justice immigration judges working with the Executive Office for Immigration Review.
ERO BOSTON IDENTIFIES, LODGES IMMIGRATION DETAINER AGAINST DOMINICAN ACCUSED OF MULTIPLE DRUG AND GUN CRIMES…
REVERE, Mass. – [NO BOOKING PHOTO AVAILABLE] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston helped the Revere Police Department identify a Dominican national accused of a host of firearm and drug offenses who was residing in a state-funded migrant shelter Dec. 27. Leonardo Andujar Sanchez, 28, is currently in state custody, and ERO Boston has lodged an immigration detainer against him.
“Mr. Andujar has been accused of serious crimes, and ERO Boston takes its public safety mission very seriously — which is why we’ve lodged an immigration detainer against him with Revere police,” said ERO Boston acting Field Office Director Patricia H. Hyde. “The Commonwealth of Massachusetts has charged him with possessing dangerous weapons and drug trafficking, and with the Revere Police Department’s cooperation, we intend to take him into ICE custody upon his release.”
Revere police arrested Andujar Dec. 27 and contacted ERO Boston for assistance identifying him. During a Spanish-language interview, ERO officers determined that Andujar unlawfully entered the U.S. on an unknown date at an unknown location sometime within the past year.
ERO Boston lodged an immigration detainer against him immediately following his arrest.
The Chelsea District Court arraigned Andujar Dec. 30 for possessing a firearm and a large capacity feeding device, possessing a firearm in a felony, being an alien in possession of a firearm, the unlicensed sale or possession of an assault weapon, and trafficking in 200 grams or more of heroin, morphine, opium or fentanyl.
ERO BOSTON ARRESTS FUGITIVE ACCUSED OF RAPING A CHILD IN PERU
NEW HAVEN, Conn. — [BOOKING PHOTO BLURRED BY ICE] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston arrested a Peruvian national Dec. 16 who unlawfully entered the United States in 2004 by coming across the U.S.-Mexico border and has been accused of raping a minor in his home country. ICE is withholding the man’s name due to ongoing privacy issues concerning this case.
“Authorities in Peru issued an arrest warrant for this individual because he’s been charged with raping a child there,” said ERO Boston acting Field Office Director Patricia H. Hyde. “ERO Boston, in partnership with local authorities, is charged with keeping our communities safe — and we take that responsibility very seriously. Connecticut is not, and never will be, a safe haven for fugitives accused of harming children.”
The Orange Police Department cited the Peruvian national for operating a motor vehicle while his license was refused, suspended or revoked in December 2011. In December 2014, he was arrested in New Haven for refusing to submit to a blood, breath or urine test at a police officer’s request; after he successfully completed an Impaired Driver Intervention Program, that charge was dismissed.
In June 2024, authorities in Lima, Peru, issued a warrant for his arrest on charges of raping a child.
ERO Boston arrested him in New Haven Dec. 16. He will remain in ICE custody pending his removal from the United States.
ERO BOSTON ARRESTS DOMINICAN CHARGED W/ KIDNAPPING, SEX CRIMES AGAINS MASS. RESIDENT…
BOSTON, MASSACHUSETTS — [ICE MEDIA STATEMENT] – U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston apprehended an unlawfully present 46-year-old Dominican noncitizen charged with of assault to rape, kidnapping, two counts of indecent assault and battery on a person 14 or older and intimidating a witness/juror/police/court official. Officers from ERO Boston arrested Emilio Jose Pena-Casilla Dec. 17 in Boston.
“Emilio Jose Pena-Casilla stands accused of some very serious offenses against a Massachusetts resident,” said acting Field Office Director Patricia H. Hyde of ERO Boston. “We hold a sacred duty to protect the residents of our communities, and we will continue to do so by apprehending and removing egregious noncitizen offenders from our neighborhoods. Today, another victim in Massachusetts no longer needs to fear their predator.”
U.S. Border Patrol agents apprehended Pena-Casilla after he unlawfully entered the United States near Eagle Pass, Texas, Jan. 9, 2023. ERO Del Rio enrolled Pena-Casilla into the Alternatives to Detention program the next day and placed him into removal proceedings. ERO then released Pena-Casilla on his own recognizance.
ERO Boston terminated Pena-Casilla from the ATD program Feb. 16, 2023.
The Dorchester District Court arraigned Pena-Casilla July 15 for the offenses of assault to rape, kidnapping, two counts of indecent assault and battery on a person 14 years or older and intimidating a witness/juror/police/court official.
ERO Boston issued an immigration detainer against Pena-Casilla to the Boston Police Department pending his arraignment at the Dorchester District Court.
On July 17, ERO Boston sent the immigration detainer lodged against Pena-Casilla to the Nashua Street Jail of the Suffolk County Sheriff’s Office. The Dorchester District Court ignored ERO Boston’s immigration detainer and released Pena-Casilla on bail with GPS conditions the next day.
The Suffolk County Superior Court indicted Pena-Casilla Sept. 11 for the offenses of assault to rape, kidnapping, two counts of indecent assault and battery on a person 14 years or older and intimidating a witness/juror/police/court official.
The Dorchester District Court dismissed the charges Sept. 13 due to Pena-Casilla being indicted in the Suffolk County Superior Court on the same charges.
Pena-Casilla remains in ERO custody.
