Kelly Clark wanted to clear the waters before the public got hold of the 2013 beach decal proposed by the town’s beach commission. But the board of selectmen refused to come between Clark, the recreation and beach director, and Gerard Kinahan, chair of the beach commission, after Kinahan said the design was under the commission’s purview. Kinahan and Joel Grozier, another beach commission member, said the shark will swim on the sticker.
