Charlie Baker’s postponement of advancing Phase 3 of the state’s reopening has far-reaching effects on local facilities like the Barnstable Public Schools, the Hyannis Youth and Community Center, and the Adult Community Center, Town Manager Mark Ells said today in his weekly video address.“Fireworks and activities on Labor Day Weekend are no longer viable,” Ells said. “This is a bit of a setback for us.
