BARNSTABLE — A woman convicted of fatally striking a Hyannis woman in a wheelchair in 2010 and leaving the scene turned herself in at Barnstable District Court on Thursday after a warrant was issued for her arrest on new charges filed by Yarmouth police.Gina Giovangelo, 26, of Webster, was stopped by police Aug. 3 for texting while driving and lied to the officer about her identity, according to a statement from the Police Department.
