BARNSTABLE — Legislative inaction on a bill that would allow Barnstable County to implement an early retirement program will likely lead to layoffs, a county official said.The legislation was filed at the request of the Barnstable County Commissioners in late 2017 by state Rep. Timothy Whelan, R-Brewster, and is co-sponsored by the rest of the Cape and Islands delegation.As of Wednesday, the bill continued to languish in a third reading committee on Beacon Hill. [...]
