BOURNE — In an effort to reuse and recycle the thousands of gallons of leftover latex paint traded in each year, all 15 towns on Cape Cod have banded together to tackle the issue through a new two-year pilot program. Many Cape towns have a local paint shed that is open seasonally, but the towns have to then pay to remove the paint or pay to throw it away as it is non-hazardous, said Phil Goddard, manager of Facility Compliance and Technology for the town of Bourne.
