HYANNIS — The head of an advocacy group for people with mental health disorders said a privately run center in Hyannis that recently replaced state employees on an emergency psychiatric response team is off to a rocky start and needs more staff.“I don’t think they have the staffing yet,” Jacqueline Lane, executive director of NAMI Cape Cod and the Islands, said of Bay Cove, which opened the Cape Cod Emergency Service Program on Plant Road in May.
